It is noted that in the conditions of a dynamically developing economy and the increasing complexity of social processes, the state faces the most important task – to create an effective crime prevention system. It is stated that the Federal Law of the Russian Federation is of particular importance in this context. No. 248-FZ dated July 31, 2020 «On State Control (Supervision) and Municipal Control in the Russian Federation», which laid fundamentally new foundations for interaction between regulatory authorities and controlled entities. The article analyzes Federal Law No. 248-FZ, which entered into force on July 1, 2021, which marked a new stage in the development of the Russian control and supervisory system. Other important regulatory documents are considered, which reflect the development of the preventive direction in control and supervisory activities. It was noted that the transition to a preventive control model requires a serious restructuring of the work of all supervisory authorities. It is concluded that further improvement of the preventive work system is seen in certain directions, while special attention should be paid to the development of the regulatory guillotine institute.
