    <p>Рассматривается проблема акустической безопасности при проведении аварийно-спасательных работ. Авторами предлагается подход к анализу зоны ликвидации последствий чрезвычайной ситуации как сложного звукового ландшафта, интегрирующего сигналы жизнеобеспечения (биофонию), техногенные шумы (технофонию) и естественные звуки среды (геофонию). На основе аппарата раскрашенных временных сетей Петри разработана формальная модель, описывающая влияние акустической обстановки на своевременность передачи команд и, как следствие, на эффективность управления силами и средствами МЧС России. Показано, что превышение пороговых уровней технофонии приводит к блокировке управляющих переходов в системе, что позволяет интерпретировать риск потери управления как отказ в акустическом канале связи. Предложена концепция проектирования звукового ландшафта зоны ликвидации последствий чрезвычайной ситуации как элемента системы управления при проведении аварийно-спасательных работ.</p>

   <trans-abstract xml:lang="en">
    <p>The article addresses the issue of acoustic safety during emergency response operations. The authors propose an approach to analyzing an emergency zone as a complex soundscape that integrates life-support signals (biophony), technogenic noise (technophony), and natural environmental sounds (geophony). Based on the apparatus of Coloured Timed Petri Nets, a formal model is developed to describe the influence of the acoustic environment on the timeliness of command transmission and, consequently, on the effectiveness of emergency management. It is shown that exceeding threshold levels of technophony leads to the blocking of control transitions in the system, which allows interpreting the risk of loss of control as a failure in the acoustic communication channel. A concept for designing the acoustic landscape of an emergency zone as an element of the risk management system is proposed.</p>
