   <abstract xml:lang="ru">
    <p>В аспекте тройственного всепланетарного кризиса, выражающегося потеплением климата, сокращением биологического разнообразия видов и загрязнением среды обитания, исследуется вопрос контроля чрезвычайных ситуаций опасного воздействия отработавших газов транспорта на условия жизнедеятельности населения Санкт-Петербурга. Контроль осуществляется по критериям ожидаемых «некомпенсируемых издержек» с помощью оригинальных моделей и алгоритмов расчета, адаптированных к реальным состояниям эксплуатируемого транспорта и финансово-демографической социальной среды. Приводятся расчетные оценки критического, в частности, чрезвычайного накопления в воздухе частиц сажи, оксидов серы, азота, углерода и углеводородов. Оценки выражаются в натуральных и денежных показателях, отслеживаемых по негативным эффектам нарушения состояния здоровья, ухудшения качества агропродукции, «порчи» элементов инфраструктуры, потепления климата.</p>

   <trans-abstract xml:lang="en">
    <p>In the aspect of the triple planetary crisis, expressed by climate warming, reduction in biological diversity of species and habitat pollution, the problem of emergency control of the dangerous impact of vehicle exhaust gases on the living conditions of citizens in Saint-Petersburg is being studied. Control is carried out according to the criteria of expected «uncompensated costs» using original models and calculation algorithms adapted to the real conditions of the transport being used and the financial and demographic social environment. Calculation estimates of critical, in particular, extreme accumulation in the air of soot particles, oxides of sulfur, nitrogen, carbon and hydrocarbons are provided. Assessments are expressed in physical and monetary indicators, monitored by the negative effects of health problems, deterioration in the quality of agricultural products, «damage» to infrastructure elements, and climate warming.</p>
