The purpose of the article is to deepen understanding of the content of monitoring information resources in the context of ensuring information security and protecting not only information, but also the protection of constitutional human and civil rights. The author uses an interdisciplinary approach that combines legal and technical views on the definition of terms in the field of information security and allows a more precise approach to a common understanding of the legal and technical content of the concept of information resources. As a result of a structural, legal and comparative legal analysis of the content of the term «information resources» in the context of monitoring their security, the author comes to the conclusion that they need to be more clearly regulated at the federal law level. As a result of the research, the author found that the expanded wording in the current Russian legislation does not contribute to a uniform interpretation in practice of the composition of the term in question. It is proposed not to include a subject (person) in the legal model of information resources as a direct element included in the structure of technical networks and systems, and consider it as a social or complex sociotechnical system. The author comes to the conclusion that it is necessary to clarify the wording of the legislative definition of the term under study in relation to information (automated) systems and information and communication networks and other technological systems.
