The work describes a rational way to plan the evacuation of the population in the context of military conflicts. To do this, it is proposed to use a mathematical model of the distribution of the population by temporary accommodation. The mathematical model is based on a transport problem, which includes a transportation plan for the affected population from the combined evacuation points of the subject of the Russian Federation to temporary accommodation points in order to minimize financial costs in organizing transportation.
