A comprehensive risk-based methodology for planning and organizing the verification of measuring instruments in the EMERCOM of Russia system is presented. The technique is aimed at minimizing cumulative losses, including direct costs and potential damage from temporary decommissioning of devices. A modular structure has been developed that combines analytical, logistical and economic models, providing a systematic and reproducible approach to the management of verification resources. It includes five interrelated modules: prioritization of territorial facilities, optimization of routes for mobile metrological laboratories, distribution of measuring instruments between verification channels, optimization of verification of radiation monitoring devices, and assessment of the feasibility of expanding verification capacities. To analyze the effectiveness, quantitative criteria are proposed that reflect the prevented losses and the level of budget return. The application of the proposed methodology makes it possible to take into account the real distribution of risks and resource constraints, ensuring scientifically sound planning of checks, rational use of the budget and improving the reliability of measuring systems. The results of the research can be used in the development of metrological support programs, improvement of the technical control system and formation of strategies for the development of the infrastructure of verification laboratories.
