Abstract (English):
For the first time the activity of the near boyar Tsar Alexei Mikhailovich is analyzed from a sort of princes Odoevsky, Nikita Ivanovich Odoevsky from a position of development of fire improvement. Its role in the creation of the «Council code» - the first legislative act in Russia, containing the requirements for fire safety of cities and villages is shown, as well as in the preparation of the «Order of the city deanery». The political activity of the Prince is reflected for the benefit of the Russian state.
