This article reveals the essence of the method of entropy maximization, which consists in the fact that all the information we have about the problem, should be presented and formalized in the form of constraints. To determine the entropy of the system of interest are invited to enter the appropriate variables and methods are equivalent, because the results are the same as proposed in the article, the expressions are monotonic functions. Formulated the hypothesis is used, which consists in the fact that the maximum structural robustness (stability) will have a plan to attach the unit of fire protection to the organs of the rear, where the matrix corresponds to the maximum entropy having determined the plan of the attachment corresponding to the maximum entropy is further proposed to quantify the various plans for attaching units to supply the fire department in terms of survivability using survivability measure introduced: .
