Abstract (English):
The article reveals issues related to the procedure of functioning of system of complex safety of population and territories in the Arctic zone of Russia, the analysis is made of emergency situations specific for the Arctic, the activities for the construction of Arctic complex rescue centers, issues of international cooperation of the Russian Federation in the Arctic and other Arctic States in the field of protection of population and territories are outlined.
