In the article the method of calculation of energy parameters of the radio link between ground control and the EMERCOM of Russia of the unmanned aircraft based on the recommendations of GOST and ITU-R. We justify the use of tethered balloon systems to increase the range of management and support of the data link between ground control and the EMERCOM of Russia of the unmanned aircraft. Analyzes the influence of refraction on propagation and side line of sight range between the ground control station of EMERCOM of Russia and unmanned aircrafts.
