Abstract and keywords

Abstract (English):
The unmanned aircraft of the airplane and helicopter type that the Russian Emergencies Ministry is armed with are considered. Revised are issues solved with the use of the unmanned aircraft. Problems and recommendations are pointed of the development of the regulatory framework in the part relating to use of the unmanned aircraft and training of the external pilot.
