Devoted to the consideration of issues related to risk management system in emergency situations. It is shown that for a certain period of time within the technocratic concept of natural and technogenic risks are measured by the likely amount of losses. Set out on the basis of probabilistic method the methodology underlying the risk analysis and also constructed various methods of risk assessment of the population and territories in emergency situations.
