The paper proposes a mathematical model of evaluation of the technical support units of the Ministry of emergency situations of Russia, which allows to formalize and numerically determine the values of the coefficients of serviceability and readiness of rescue vehicles to solve problems for the purpose. A model of economic costs is developed, which allows to analyze the impact of the allocated funds on the programs of technical support and equipment of emergency services on the indicators of readiness and serviceability of emergency funds.
