Abstract (English):
Аs a result of consideration of features of gathering of the information main principles of the monitoring system of quality are determined and the expert method of the forecast of a level of reliability and safety of railway technics (technical equipment) is developed. Such approach is a basis for certification and insurance of rail transportation that is necessary for work in the world (global) transport market.
