Abstract (English):
This article analyzes processes and conditions of modernization of political system of Russia, which are becoming increasingly important institutions of civil society and law enforcement agencies, particularly the police. Theoretically and empirically substantiated the need for cooperation between police forces and civil society, without it the solution of a problem of public safety is almost impossible locates.
