The historical roots of terrorism in Russia are studied. It is highlighted that Russian legislation considers terrorism as separate type of crime rather recently, just since 1992 (before this time liability for certain types of terrorism crimes was provided. However, the formulation of such crimes, as a rule, does not reflect their characteristics as terrorist crimes). State terrorism in USSR is considered in details.
