Abstract (English):
The article discusses the concept of building distributed databases, which are proposed to be called «cognitive». The idea of the concept is based on giving traditional distributed databases the ability to adapt to the movement of users in combination with self-learning. The proposed solutions can be considered as the development of mobile distributed databases, but some specificity allows to distinguish cognitive databases in an independent class. The presentation of the concept is carried out with a focus on its implementation in the field of prevention and liquidation of emergency situations.
