The article analyzes the emigration attitudes and factors of emigration behavior of students in the Russian Federation identified through an Internet survey. Based on the data obtained, hypotheses about the dominant economic causes of youth migration from the Russian Federation and the relevance of the problem of obtaining high-quality and affordable higher education among the young population were confirmed. The authors conclude that it is necessary to make additions to the Foundations of the state youth policy of the Russian Federation aimed at the strategic resolution of the identified problems and meeting the modern needs of Russian youth.
