INTEGRAL MATHEMATICAL MODEL FOR ASSESSING THE STATUS AND EFFICIENCY OF THE FUNCTIONING OF THE CRISIS MANAGEMENT CENTERS OF THE EMERCOM OF RUSSIA

Abstract (English):
The article identifies the main parameters influencing the efficiency of the functioning of crisis management centers of the EMERCOM of Russia. The model proposes an original approach to calculating the values of the integral efficiency indicator, providing a mathematical description of interrelationships and the use of corrective coefficients. The model is based on a systematic analysis of factors affecting the operation of crisis management centers and enables well-grounded improvements to management processes in organizational systems. The development of an integral mathematical model for assessing the efficiency of crisis management centers is relevant due to the growing number and complexity of tasks under conditions of uncertainty. The model takes into account both technical parameters and human factors, ensuring a comprehensive approach. The theoretical significance of the model consists in advancing the methodological framework for analyzing complex organizational systems. Its principles can be adapted for application in other subject areas, expanding its theoretical potential. The practical significance of the model is demonstrated by its ability to improve the efficiency of managing crisis management centers, identify shortcomings, and optimize decision-making processes. It allows for timely problem resolution, which enhances the system's readiness for emergency situations.
