The need to assess the emergency shelter capabilities of firefighters and rescue teams during firefighting and rescue operations is driven by modern geopolitical threats, particularly the use of unmanned aerial systems as weapons against targets and personnel. Firefighters and rescuers, while performing their professional duties, may be attacked by weapons aimed at both the protected facility and those conducting emergency response operations. At the same time, the time from notification to strike by weapons is decreasing due to the increased speed and maneuverability of unmanned aerial systems. To estimate the time required for personnel to evacuate to a safe area, an analysis of factors influencing the speed of evacuation of those involved in the response from the potential impact zone was conducted. A full-scale experiment was conducted on emergency evacuation in full heat-reflective clothing for firefighters and personal respiratory protective equipment for flat and rugged terrain. Empirical relationships were obtained characterizing the age group and the time required for evacuation to various distances (50, 100, 200 and 300 m) during the period from the warning to the arrival of weapons. Based on the obtained data, recommendations were formulated for firefighting headquarters on the selection of natural or artificial shelters for personnel. The findings are recommended for practical application as a necessary element of ensuring personnel safety, which entails a forced break in the firefighting process.
