On the basis of archival data, the article analyzes the legislative framework for ensuring fire safety in the Russian Empire against the background of historical events that took place at the beginning of the twentieth century. Attention on the emergence of legal regulation of the fire fighters status is focused. The purpose of the article is to analyze the system of laws regulating fire safety issues in the legislation of the Russian Empire in the pre-revolutionary period. Using examples of the functioning of various types of fire brigades, the dynamics of the development of legislation is chronologically considered. Based on the legal analysis of the current legislation in the Russian Empire, as well as the competent opinion of scientists and professional specialists involved in the study of this problem, the author's concept to explain the reasons for slowing down the adoption of timely effective laws and reforming the legislative system to ensure fire safety in the era of 1900–1917 is proposed.
