The article presents a comparative analysis of public regulation in the field of social guarantees when sending rescuers and firefighters to perform tasks in the Arctic zone of the Russian Federation in the format of a business trip and rotational method. Factors have been identified that make it necessary to improve the legislation under consideration in terms of strategic goals and objectives of the state Arctic policy. The legal regulation of the procedure and conditions for sending the designated categories of EMERCOM of Russia employees in comparison with the rotational method was investigated. It was concluded that there were some gaps and conflicts in the applicable legislation: the absence of northern guarantees and benefits for rescuers sent to the Arctic zone of the Russian Federation on long business trips; mutually exclusive judicial interpretation of the rules on the extension of northern pension benefits for periods of business trips to the Far North. The feasibility of implementing the institute of the rotational method in the legal regulation of the service of military personnel of the rescue military units of EMERCOM of Russia and employees of the federal fire service of the State fire service of EMERCOM of Russia is justified.
