Abstract (English):
Modern organizational systems operate in conditions of high complexity and uncertainty, which makes the problem of multi-criteria selection particularly relevant. The article proposes an algorithm and software for multi-criteria assessment and selection of solutions under uncertainty using the apparatus of fuzzy logic of the first and second order. The application of the developed algorithm and software is considered using the example of solving the problem of personnel selection, as one of the key ones for organizational management. The approach proposed in the article allows taking into account both objective and subjective expert data expressed in various scales, including linguistic ones. The novelty of the study lies in the integration of second-order fuzzy logic methods, which allows modeling the meta-uncertainty of expert assessments, which provides more stable and objective results compared to traditional methods.
