In the context of digitalization of education, the volume and complexity of information flows are significantly increasing. Effective management of information flows in a digital educational environment is a key factor in organizing the educational process and providing participants with the necessary resources in a timely manner. The purpose of the article is to develop a methodology for optimizing information processes based on the exchange of information between users in a digital educational environment, which makes it possible to form an integrated, adaptive and personalized system for organizing participants and resources in the educational process. The proposal for the implementation of the stated goal is to develop a methodology describing the descriptive and prescriptive components in a digital educational environment.
