The purpose of the study is to analyze the historical path, current role, and prospects of Saint-Petersburg university of State fire service of EMERCOM of Russia in the context of the international humanitarian security system formation. The objectives include: reconstructing the key stages of the university's institutional development; assessing its current scientific and educational potential; determining the specifics and scale of its international contribution to personnel training and scientific cooperation; and identifying promising directions for adapting the university's activities to modern challenges. The methodological framework is based on historical-genetic and systemic approaches, which allowed for the study of the university as an evolving social institution. Complementary methods included comparative legal analysis of international civil protection agreements and the expert assessment method for evaluating the effectiveness of educational models. The scientific novelty lies in the comprehensive consideration of the university not only as an educational entity but also as a significant international actor in the field of humanitarian security, whose historical experience and modern practices require systematization. For the first time within a single study, a correlation has been established between the stages of evolution of the domestic fire and rescue education system and the transformation of the global humanitarian response architecture, with the university presented as a stable connecting link. As a result, it is concluded that the university, possessing a unique historical heritage and a complex structure, has transformed into a key scientific and educational center. Its international activities in training foreign specialists, exchanging experience, and implementing joint projects represent a significant contribution to strengthening the global emergency response system. Development prospects are linked to the integration of new challenges (cyber risks, climate change) into educational programs, the expansion of interdisciplinary research, and the deepening of international partnerships. A key factor for future effectiveness will be the university's ability for legal and substantive adaptation of its programs in accordance with the evolving norms of international law in the field of disaster risk management and human rights.
