TRENDS IN THE FORMATION OF THE FIRE SITUATION, TAKING INTO ACCOUNT THE TYPES OF SETTLEMENTS AND SUBJECTS OF RUSSIA FROM 2015 TO 2024

Abstract:
Introduction. Since 2019, the statistical accounting of fires in Russia has changed. As in the accounting systems of foreign countries, fires began to be included in the number of fires, which significantly changed the fire risks. The aim is to study regional fire indicators in Russia for 10 years (2015–2024), taking into account fires that will contribute to improving fire safety. Data on fires in Russia, including in urban and rural areas, was obtained from the Federal State Information System « Federal data bank Pozhary». We determined the average annual rate of fires per 10 thousand people in Russia, cities and rural areas. High, medium, and low fire prevalence levels were calculated. Differences in the data were determined by the nonparametric Mann-Whitney U-test. The development of indicators was evaluated by analyzing dynamic series and calculating a polynomial trend of the 2nd order. The average annual rate of fires in Russia was 3,5 times higher than the global average. The prevalence of fires in urban areas was 2,2 times lower than in rural areas (p < 0,001), while the population in urban areas was 2,9 times higher. Quantitative and qualitative regional average annual indicators of fires in Russia, including in urban and rural areas, are calculated.A comparison of the social consequences of fires across Russian regions reveals risk factors that can be minimized to improve fire safety.
