The article addresses the issue of acoustic safety during emergency response operations. The authors propose an approach to analyzing an emergency zone as a complex soundscape that integrates life-support signals (biophony), technogenic noise (technophony), and natural environmental sounds (geophony). Based on the apparatus of Coloured Timed Petri Nets, a formal model is developed to describe the influence of the acoustic environment on the timeliness of command transmission and, consequently, on the effectiveness of emergency management. It is shown that exceeding threshold levels of technophony leads to the blocking of control transitions in the system, which allows interpreting the risk of loss of control as a failure in the acoustic communication channel. A concept for designing the acoustic landscape of an emergency zone as an element of the risk management system is proposed.
