Abstract (English):
The drastic changes taking place in the world in the last decade have aggravated many problems of the modern Russian economy, in particular the problem of shortage of human resources in various sectors of the national economy. Given the negative migration flows and the great inertia of the personnel reproduction system, to maintain the current state of the economy and provide personnel resources for critical facilities, it is necessary to use new mechanisms for the redistribution of human resources during the reconfiguration of the personnel reproduction system and changes in migration flows. In this paper, a competence model is proposed, the main task of which is the preliminary selection of candidates suitable for performing the required tasks in conditions of lack of human resources. The model can be used in various personnel information systems to generate preliminary lists of candidates for positions, thereby reducing the time of initial selection of candidates for various positions
