The article reveals the scientific-theoretical and legal prerequisite for the development of the special program «fundamentals of information culture in the Russian emergency situations Ministry». The article is relevant and has a practical significance, revealing how the educational process on the working programme of the training a special discipline, which is being developed in accordance with the requirements of the specialty 12.00.13 «Information law» (jurisprudence) and is intended for training of postgraduate and graduate students in full-time and distance learning for the candidate. The article reveals the methodological approaches of training system of EMERCOM of Russia to rapid perception and processing large volumes of information, the master of modern tools, techniques and technologies, build the necessary knowledge, skills and abilities in the field of creation, preservation and dissemination of information.
