Abstract (English):
Described important for increasing the validity of using forces and facilities of EMERCOM of Russia, issues of forming and clusterization alternative solutions. Proposed a simple and effective scheme of preferred options in contrast to the more complicated schemes of preferences, used in the theory of decision making and in the theory of artificial intelligence.
