Devoted to the study of competence of local governments in the field of protection of population of the territories. Actually responsible for protecting the population and territory from emergency situations was the responsibility of local authorities, however, as practice shows, not all municipalities have sufficient forces and resources for independent implementation of the assigned powers. In connection with the reform of the system of protection from emergency situations, its decentralization there is a problem of combination of the unity of the system of prevention and liquidation of emergency situations at all levels of the organizational isolation of local self-government.
