The approach realizing on the basis of mathematical apparatus of the theory of indistinct sets, forecasting of options of transportation of material means is presented to forces and means of the Ministry of Emergency Situations in the conditions of emergency situations of regional character. The mathematical model allowing in the conditions of representation of needs for material means of forces and means of the Ministry of Emergency Situations in the form of indistinct numbers to find optimum option of transportation of material means to the specified consumers is defined, and the algorithm of realization of this model is offered.
