Historical and legal aspects of formation of criminal responsibility for an encroachment on document circulation in the history of the Russian legislation till 1917 are considered. The attention is drawn to the fact the legislator didn't carry out a strict differentiation of crimes encroaching on document circulation and the state awards from the other crimes against the government and offenses against the governance order. The analysis of the basic law sources of the pre-revolutionary period containing norms about criminal responsibility in the sphere of document circulation and the state awards is carried out.
