The article state one of the most effective development path of civil defense and Russian Unified Emergency Rescue Service, which is the integration of Russian Unified Emergency Rescue Service and civil defence in a Unified Emergency Rescue Service - the Russian system of civil protection (RSCP), a integrated - system of protection population and territories from emergencies and disasters.
