Devoted to the study of competence of local governments in the Unified state system of prevention and liquidation of emergency situations as the sovereign authority of representative government, with the use of forms of direct expression of the will of the local community, directed on formation of the array municipal legal acts in the field of prevention and liquidation of emergency situations; organization and implementation of civil defense, protection of population and territories from emergency situations of natural and technogenic character.
