Discusses the rationale, terms and cost of liability and state agencies the Russian Emergencies Ministry. Concludes that the Russian Ministry of Emergency Situations institutions can carry both contractual and non-contractual liability, the number of participants on the side of the debtor institution is solely responsible, and the founder of public institutions may be subject to vicarious liability for insufficient funds in the latter.
