Abstract (English):
This article investigated the norms of the Russian legislation regulating the responsibility of citizens and officials for committing crimes in emergencies. Identified circumstances that reduce the impact envisaged by the legislation of penalties on offenders, the inadequacy of these sanctions size caused by offenders of property damage.
