We study the structure and dynamics of emergencies that have occurred in the Russian Federation in recent years, analyzed the existing legislation and the concept of legal acts. Analyzed the amount of financial aid from the federal budget to eliminate the consequences of emergency situations, as well as the need to develop property insurance from emergency situations and their consequences.
