Abstract (English):
Examined the legal aspects of the onset of the civil liability for damage caused to members of the Russian Emergencies Ministry in the state of emergency. Discloses the concept of extreme necessity. Aspects of the legality of government action as a condition precluding them tort revealed a causal link between the injury and the legitimate actions.
