Abstract and keywords

Abstract (English):
In this article are considered environments of proceedings to determine civil responsibility in the event of any breach of their fire safety regulations. Considered the conditions for exemption from compensation for harm. Considered issues of jurisprudence related with those responsible are brought to justice for its violations of the rule of fire regulations.
