In article features of office activity of the younger commanding structure of cadet divisions of higher education institution of EMERCOM of Russia are considered, the analysis of problematic issues of selection and training of candidates for positions of the younger commanding structure and their reasons is provided. The way of improvement of qualitative results of selection and preparation of the younger commanding structure by ensuring standard and legal regulation of these processes is offered.
