Abstract and keywords

Abstract (English):
Disclosed ways to improve transportation security, through the introduction of a «functional reserve» in the elements of the transport complex, that will allow to avoid additional financial and material costs in their modernization. With this purpose it is proposed to introduce an indicator characterizing the value that should be considered when designing new and analysis of existing elements of the transport tcomplex.
