Abstract (English):
The article is devoted to the management and use of legal mechanisms of innovation in the information system of civil servants at the stage of modernization. The focus of the reader - the introduction of the principles of transparency, public access to information about government activities and their employees. The problems of the termination of obsolete and support new service relationship, the introduction of new systems for evaluating the effectiveness of innovation in the work of employees. The question about the establishment and functions of human resource departments to innovate.
