In article the concept of «the resource potential» of system EMERCOM of Russia is defined, the target mission and tasks on the example of the State fire service of EMERCOM of Russia are proved, the main functions of all subsystems of the State fire service of EMERCOM of Russia are revealed. The received results are the cornerstone of further researches on development of mathematical models of use of resource potential of the State fire service of EMERCOM of Russia for the purpose of estimation and forecasting of efficiency of functioning of its subsystems, and also scientific justification of requirements to quantitative structure, ways and forms of use of resources.
