In work the analysis of parameters of a condition of a soil cover on the objects of an oil and gas complex which are based on criteria of ecological assessment and these pilot studies according to a fire-dangerous condition of a soil cover in case of oil spills is carried out. The minimum concentration of content of oil products in soils and conditional aggregate states of systems a soil layer - oil products in situations of threat of emergence of the fires are considered. The algorithm of optimization of decision making when forecasting a fire-dangerous condition of a soil cover, directed to the prevention and liquidation of emergency situations is offered. The offered mathematical model is based on the theory of final chains of Markov.
