Abstract and keywords

Abstract (English):
In article the main objectives which are carried out by the junior commander of educational group of higher education institution of EMERCOM of Russia and also requirements imposed to the candidate for a position of the younger commanding structure which performance will provide successful performance of these tasks are considered. The model of the commander of the younger commanding structure including the professional and important qualities, common cultural, the all-professional, professional, organizational and administrative and psychology and pedagogical competences coordinated with competences of the officer-university graduate according to federal state educational standard of specialty 20.05.01 «Fire safety» is offered.
