The article examines the question of effective selection among cadets of EMERCOM of Russia of the first year of training of the persons capable to carry out obligations of commanders of educational groups. The selection algorithm which is based on mark assessment of physical and psychological qualities of each cadet, and also the experience in the sphere of the leading and organizational activities which is available for it is offered.
