INTEGRATION OF THE PUBLIC CONTROL SYSTEM WITH STATE SUPERVISION AS A FACTOR IN REDUCING INJURIES DURING OPEN–PIT MINING

Abstract:
The article discusses the problem of high occupational injury rates at open–pit mining facilities in Russia. Based on the analysis of statistical data and scientific publications in recent years, the main causes of accidents have been identified, among which organizational factors and insufficient effectiveness of the existing control system dominate. The necessity of integrating state supervision with public control institutions as a promising direction for improving mining safety is substantiated. Conceptual mechanisms for synergy between supervisory and public institutions are proposed, including the creation of joint commissions, legislative consolidation of the rights of public inspectors and the introduction of digital monitoring platforms. The implementation of these measures will ensure the systematic prevention of violations and significantly reduce the level of injuries in the industry, increasing the safety culture in the mining industry.
