The relevance of research on this topic is determined by the fact that in the modern world, with the development of industry, technology and the growth of the armed potential of the leading countries, the danger to the population increases. The leading States have excluded international law from the means of conflict resolution, leaving the means of force. The First World War was marked by the fact that the population and economic facilities in the rear became vulnerable to the means of warfare, and it required the creation of a system to protect them. The creation and development of a system of training the population in the field of civil defense in the USSR had its own characteristics, which, unfortunately, are not taken into account in modern Russia. The paper analyzes new means of armed struggle, increased threats to non-combatants and their determining factors. It is necessary to study the readiness of the population for action in wartime and the quality of training in the field of civil defense. The analysis of regulatory legal acts and the historical experience of training working and non-working people in the field of civil defense in the USSR showed that this system was the best compared to foreign ones due to the availability of various training programs for students and other categories of the population. In addition, there was a two-stage system for passing standards. The modern system of training the population of the Russian Federation in the field of civil defense is devoid of some of the advantages of the Soviet one, and practical training is not provided for certain categories at all. In this regard, the author's recommendations on improving the legislation regulating the training of the population in the field of civil defense are proposed.
