The article examines Order № 636 of EMERCOM of Russia dated July 22, 2025, approving updated Rules for the Use of Small Vessels. It emphasizes a paradigm shift: from formal, procedural regulation to a holistic, risk-based approach encompassing the entire vessel operation cycle. Key innovations include: differentiated requirements depending on vessel category, mandatory wearing of life jackets in situations of objectively increased danger, enhanced safety guarantees for children, devolution of authority to set speed limits to the regional level, tightening of technical and environmental standards, and the introduction of a limited validity period for the order as an example of flexible, adaptive rulemaking.
